Can residents of Richmond Heights join a community aggregation for gas and electric savings?

The City of Richmond Heights participates in two different aggregation programs for utility savings:

For gas savings, residents are automatically included in the NOPEC (Northeast Ohio Public Energy Council) aggregation unless you opt out.
